HHS Grants Policy Statement
The HHS Grants Policy Statement (GPS) document (PDF, 1.5 MB) contains essential information on the general terms and conditions for discretionary grants and cooperative agreement awards. The GPS covers:
- The grants process (eligibility, application and review processes, notice of award, payment, and post-award administration),
- Points of contact,
- Statutory, regulatory, or public policy requirements, and
- Prior approval requirements.
HHS has recently updated the GPS (effective 10/1/24). The following has been taken directly from the HHS GPS, regarding the changes:
Supersession This GPS replaces the HHS GPS dated January 1, 2007. This GPS reflects the current 45 CFR part 75 regulation and eight flexibilities from 2 CFR part 200 (effective October 1, 2024). It will be updated in 2025 to reflect the HHS adoption of 2 CFR part 200 in its entirety and the retention of certain HHS specific provisions in 2 CFR part 300. From this date on, HHS plans to update the GPS annually to make sure it reflects changes in statutes, regulations, and policies.
Applicability The 2024 HHS GPS applies to awards and award modifications that add funding made on or after October 1, 2024. This includes supplements to award, competing and non-competing continuations. The GPS applies to all HHS recipients and the requirements flow down to subrecipients.
