Project Description: This research has three main aims:

1. Construct measures of the availability of public and private insurance to be used as exogenous measures of insurance status in health outcomes studies.
2. Conduct several studies for morbidity, access to care, and mortality using several different data sources to test the causal effect of private and public insurance coverage on improving health outcomes.
3. Translate the observed variation in these health outcomes to associated changes in health spending.

Career Goals: Dr. Herring is an Assistant Professor in the Department of Health Policy and Management at the Bloomberg School of Public Health at Johns Hopkins University in Baltimore. He received his PhD at the University of Pennsylvania's Wharton School and then did a post-doc in Health Policy at Yale University. The grantee's long term career goal is to be an expert in the area of health insurance coverage.

Progress to Date: The first year of the grant focused on data collection and construction of cleaned analytical files.

Future Plans: Dr. Herring will develop measures of private and public health insurance availability and use them in preliminary analyses.
